The issue is that the upstart cups configuration file tells it to start only when the filesystem, dbus, and avahi-daemon are started. And avahi-daemon is not included in the Lubuntu 13.04 that the LiveCD installs by default. See /etc/init/cups.conf . Therefore, the workaround/fix is to install a
