I joined the Pkg-ruby-extras team.
I have upload libglobalhotkeys-ruby package on the team svn repository.
I drop the 1.8 suffix in the package name.

It is a ruby lib.
You can call a ruby block each time a modifier+key are keyed in by typing
GlobalHotKeys::KeyBinder.new.bind(key, modifier){block}
