I have prepared a new package of lyx with the most recent upstream

I could try and help for some time and see if I could possibly adopt
it eventually since it is a package that I use quite much.

I can prepare an updated version of this package to fix all the lintian
warnings and see if I can take a look in the 2 bugs pending. The
upstream version is still the same, so it should not be much work.
