Discussion period starts for the Constitutional amendment

Hi Folks, About three years ago, When we talked about this the last time around, in the summer on 2000, there were two camp, with two wildly different interpretations of the constitution, regarding section 4.1.5 of the constitution. This amendment was proposed to resolve that ambiguity.
