It's not clear what you are trying to do. For a PPP link you want pppd
on both ends.

In Debian it's customary to use getty for the serial console. That line
got the job done since etch was testing:

T0:23:respawn:/sbin/mgetty ttyS1
Not working in wheezy and this seems relevant.
