Thank you, that did fix my problem, although I had no
/usr/X11R6/lib/X11/locale so I linked against
/usr/X11R6/lib/X11/locale.xlib6-old and netscape seems to work again.
However, it didn't solve my ICQ problem, which appears to be along the
same lines. When I try and load ICQ, I get this message:

Well, I even re-installed an old version of xlib6, and I still get the
"locale 'C' no supported" from netscape. I get a similar error when I try
and run JavaICQ. Anyone have any ideas how to fix this? Tia.

I upgraded my system from hamm to slink (not entirely by choice) and
encountered a number of problems. I seem to have fixed most of them,
except Netscape appears to be broken. When I try to run netscape, I get
