process_archive error on package apache_1.1.3-6.deb

anyone , i have run into an error(?) with the "stable" apache_1.1.3-6.deb package. when i try to install this package with the --no-act flag, no errors are reported however this seems to be useful only to report dependency problems. so i try an install with the -D20 debug flag and get : ns1:/t
