Point your favorite browser to here:

scroll down to the "Search the Contents of the Latest Release"

of the slink distribution that i have installed + i can't find the library
using dsel

You can install the Midnight Commander package, I know that it gives you this
lib. I personally don't know for sure of any others.

No, this means that it is not installed on your system. This library is
included in termcap-compat package.
