You need this somewhere (like in your .xsession or .bashrc):
export GNUSTEP_SYSTEM_ROOT=/usr/lib/GNUstep/System
. $GNUSTEP_SYSTEM_ROOT/Makefiles/GNUstep.sh
then it should work...
