At work, we have an excellent Internet connection, but we are behind a firewall on a
private network. I am having email and ftp problems from behind the firewall; at
home, all is well with the new ISP. My old isp worked fine at work for both.

Just load ip_conntrack_ftp module and you should be fine. That's for iptables.
