Yes. debootstrap (at least in etch and sid, I haven't checked sarge) has
the ability to do this:
debootstrap breezy /path/to/your/chro

Please ask on an ubuntu list. However, you may want to start by looking
ad ubuntu's versions of debootstrap and cdebootstrap.
