I do not know if this is related, but I had a similar problem.
What happened is that (for unknown to me reasons) cpufreq could
not get the status of ac on or off
this lead to the situation when cpufreq could not find relevant
cpu-frequency
rules to apply. As a result, it was not
Installed Etch about two months ago and intially cpu freq daemon and
monitoring worked fine with the Gnome applet.
However recently I noticed that this had stopped and applet now reporting
that it is unsupported: "You will not be able to modify the frequency of
