this came up for me and took a while to figure out.. someone else on this list
or perhaps a newgroup suggesting export QTDIR to the place where qt2 is
installed.
i.e. "export QTDIR=/usr/lib/qt2"
this should work as you sound like your in the same predicament as i was.

I'm having a problem compiling plugins for licq, but I think the problem
isn't that related to licq. I get an error when trying to add the qt
library. Here's the error:
c++ -fno-rtti -fno-exceptions -g -O2 -I/usr/lib/qt2/include
-I/usr/include/kde -o licq_qt-gui.so obj/icqfunctions.o obj/output
