make a ~/.xsession with something like this:
#! /bin/sh
xscreensav
I don't know about 1. - I'm using gnome-session and it seems to start
the screen saver automatically.
About 2.: It would probably be best to make the variable available
globally. /etc/profile is a good choice for that.
