You are using sarge, but your apt repository is pointing to current
stable "etch", which makes your apt unusable. You should follow
sarge->etch upgrade guide first by refering to etch release note:

I linked /usr/share/debconf/confmodule.sh to
/usr/share/debconf/confmodule and then it worked (it was replaced when
debconf got installed). I suppose that 'touch
/usr/share/debconf/confmodule' might have worked also.
