It depends.
In the end it appeared to be a config file in the conf.d/ dir in the
/etc/apache2 dir.. Something in there was very wrong. It was the
phpbb.conf... Didn't need it anymore so simply removed

I am using Apache2 on Sarge. I have an /etc/apache2/sites-enabled dir
looking similar like:
lrwxrwxrwx 1 root root7 Jan 19 13:15 00default -> default
lrwxrwxrwx 1 root root 40 Jul 24 2005 pre1.domain.nl ->
../sites-available/pre1.domain.nl
lrwxrwxrwx 1 root root 26 Sep 4 18:50 de
Figured it out after long searching. It was some bogus crap in
/etc/apache2/conf.d/phpbb.conf
