In the new site section (called release info, on the main bar at the left of www.debian.org) it's said that it's gonna be in January 99. As for the Kernel 2.2, I don't think so, yet since the 2.1 kernel works quite fine, I don't see anything preventing you from upgrading slink to k2.2 asap.
