ppp -- unauthorized remote IP address

Setting up a new dialin PPP server, and getting "unauthorized remote IP address" upon dialin (from Win95/98). Had this problem last week and fixed it by editing the pap-secrets file, but the same trick hasn't worked this time. Here's the options file: ms-dns 203.14.18.1
