I was able to get the font and keyboard support (didnt go into locales, since I still live in US) for koi8 by installing the fonts from cronyx and a keyboard switcher called xrus. Works very good for me, Netscape/xterm/emacs are now russified. You can get the exact procedure from A. Chernov's page
