If your debian box is not correctly configured regarding to time zones
just run the tzconfig

- Make sure /etc/timezone is set correctly ("Asia/Hong_Kong")
- Edit /etc/default/rcS and set GMT

To my knowledge your 1996 time stamp will have no affect
on your systems functionality If your bios clock year was set
to 1998 during installation, it could potentially affect you system
and only if you were compiling any of the system components.
