As the release notes for UT2003 say, this error means your graphics card
is too old. You need a fairly recent graphics card which supports
texture compression (my Geforce2 MX is new enough) for UT to work.

You have to go to the UT2003 help files. I had this once and you have
to redo the video driver. I have an nvidia card what do you have?
