How did you install Debian in the first place? If
you've been running a straight stable system there
should be no problems.
BUT, you started this post talking about running an
apt-get upgrade so are you migrating upwards from

Could you post the contents of the file
/etc/sources.list - did you try 'apt-get -t testing
install perl' or 'apt-get -t unstable install perl'?
Even perl in stable depends on libdb2 >= 2:2.7.7.0-7.
Looks to me like you might have cd's in your
/etc/sources.list

You can easily upgrade single packages - if you would've read the
apt-get output more thoroughly you would have probably tripped over
this:
XXX is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 100 not upgraded.
