this was solved by user on roundcube list
"In apache, having
Header always set X-Frame-Options DENY
Prevents roundcube from loading preview and settings."
well it solves settings tabs in roundcube not working so I guess it is
the same with the installer help page which I've not bothered to te

Probably www-data doesn't have permission to write to the *parent*
well OK I found another copy of the file and those lines are the same so
I guess it is something it refers to.
