My parents have no password sudo access to the shutdown command on the Debian
box I set up for them. This way they can shut down the machine from an icewm
menu selection.

I would use the ctrl-alt-del key combination. The first thing to do is
edit /etc/shutd

Why do you need you friend to reboot your machine? Usually inittab is
configured so that ctrl-alt-del
