Note that the first line of /etc/motd is automatically edited at boot
time to include system information. You may disable this feature in
/etc/init.d/boot (look there, it's easy).

Pre-login is in /etc/issue and /etc/issue.net
Post-login is in /etc/motd
/etc/issue.net is sent to incoming telnet sessions.
/etc/issue is sent to console and tty (serial) connections.
