Depending on how exim is set up, you may be able to view the message
header and body (as separate files) in /var/spool/exim/input. If ther are
a large number of directories (0-9, a-b, A-Z) then the message and header
will be in the directory with the same letter as the last letter in the
first bloc
Take a look at /usr/share/doc/exim/spec.txt.gz and search for the string
'frozen'. Basically, a message marked frozen could not be delivered,
nor could it be bounced back to the sender. It is possible that this is
due to a long term network outtage (exim keeps trying periodically, so

is actually off. Like perhaps the list was constructed just before an
update arived. The update replaces the package but the package list still
