Just the off chance, have you made sure that the user's shell is listed
in the /etc/shells file correctly? Without an entry in there, ftp
access
will be denied.

ftp> user
ftp> pass
That should log you in. Windows Command Prompt FTP
kinda blows, it needs the commands sent to actually login,
it won't do it automatically.
