What do you mean by "that package" - the scrollbars you describe seem
to by the ones you get with xaw3d. Just do as I suggeste

The closest you can get is to install the xaw3d package. It's not an exact

Well, first you download the source-code for xterm, etc. Then you rewrite
them to use motif or some other high-level X library which has decent
scrollbars...
Seriously though. Does the Xaw95 package fix that?
