The answer depends on what the original poster wants. For example, if
the action were to send an email stating that the system had been
halted, then only rc0.d would be needed, since rc6.d is for reboot.

I would guess it's to put a script in the init.d directory corresponding
to the "shutdown" runlevel (perhaps also reboot runlevel).
