I recommend that you at try the 8139too driver.
modprobe 8139too
echo 8139too >> /etc/modules

It should work, Its the same card that use to work for me with any driver when I had
the machine.

The odd thing is that if I unload rtl8139 and then load 8139too then wget the file it
transfers at the full 9.4 - 10 mb/s.
