I have experienced the same problems you posted a few ago.
I solved it setting the netmask in the allow rule (miniserv.conf) like this:
allow=192.168.0.0/255.255.255.0
insted of
allow=192.168.0.0/24
After that, restart webmin and try...

I logged in locally via lynx as suggested before.
When editing the trusted IP addresses webmin suggested to define ranges
in the format
192.168.0.0/255.255.255.0 instead of 192.168.0.0/24
After inserting the allowed clients like that Webmin was accessible
remotely without problems.
