Some pointers:
1/ root does not receive mail. all mail for root is redirected to its alias
(see /etc/aliases). Check your normal user's mail.
2/ Does $HOME/mail exists? My .procmailrc writes:
MAILDIR=$HOME/Mail # You'd better make sure it exists
