I have the same setup. The only difference is I run cucipop as a
standalone daemon (I recommend this anyway). It works as expected.
My pam config is identical, you may want to try running it as a daemon
instead, also, check the bug reports on the bugtracking system on
debian.org.

/etc/pam.d/ directory use pam_unix.s
