Just a short note of thanks to all those who pointed out that the missing
package was libncurses5-dev.
My shiny new 2.2.18 kernel is now compiled and installed. Thanks again.

Install 'libncurses5-dev'.
In Debian, the files needed for building with a library, are in the
lib...-dev package.
