Things I might try:
1. A bootable-CD Linux, say Kanoppix or Gnoppix or Morphix.
2. Compiling a kernel that has NO APM or ACPI support. If this
doesn't lock up, it's strong circumstantial evidence that your
current kernel is the problem.

When the laptop is off, and I insert the power cord, the screen sort of
flashes.

Laptop is a DeLL Latitude c610. It happens when x is running, and when
I booted up in "Recovery Mode" and got to the # prompt. When I was in
recovery mode, and disconnected the power cord, the laptop would not
take input from the keyboard. The cursor just sits there blinking.
