Simply install libterm-readline-gnu-perl, or ignore the warning, or

Can't see why but apt-get update followed but apt-get upgrade failed at 18.10
and just worked perfectly now at 20.30.

18.10. Perhaps the new version fixes this problem. That's no help to you with

Your system isn't broken at all, but installing libterm-readline-gnu-perl
