What exactly do you mean by a booteprom ?
I believe that if you'll manage to replace your PC bios with a boot EPROM then
then the EPROM will be accessed first. The floppy might not be accessed at
all, depending on what you have put on the EPROM.

It probably depends on the bootrom you use.
I have seen some bootroms ask the user which one to use...
(this was on NE1000 compatable cards, so it isn't exactly
