Oops, sorry, this should be without "=", e.g.
setxkbmap "us(alt-intl)+jp"
or perhaps in your case
setxkbmap "us(alt-intl)+jp(OADG109A)"

seem to specify any 3rd (or 4th) level symbols. I do not know what
you want to do with your AltGr key, but if it is to get things
like AltGr-5 = Euro symbol, or AltGr-minus = dead macron key, you
could try
setxkbmap="us(alt-intl)+jp
