You need to tell Netscape how to find the XKeySymDB file. Try this:
setenv XKEYSYMDB /usr/X11R6/lib/X11/XKeysymDB
Or, use the Debian package.
netscape is a motif application, and all motif application will show that
behavior, there is a program written by one of the people at netscape
that is included in some X distributions. If you want it look at the
netscape faq at netscape site, it will give you a link to the program.

After several hours of floundering, I got xdm working. xdm was not
running, I believe because some of the xdm startup files including
/etc/X11/Xsession were not
