In the control centre, there's a section on "sound & multimedia". Under "sound system", you'll find a tab on "aRTs" which lists as first option "start aRts soundserver on KDE startup". Deselect it and you're in business. In any case, it shouldn't be a problem since Artsd will redirect to /de
