Just found it:
In /etc/inittab
# This line is special for the Debian installation system.
# This file will be replaced when installation completes.
1:2345:respawn:/bin/login root /dev/tty1 2>&1
# 1:23:respawn:/sbin/getty 38400 tty1
Since I fudged the install process, this didn't get changed!
