My NTP setup uses 4 remote and 3 local clocks. The local clocks are
GPS-NMEA, GPS-PPS and DCF77.
I never got the PPS (on DCD) to work with a default Debian kernel and

Well you havn't quoted what info you were given.
That aside, ntp uses port 123 UDP, so make sure it's open, outgoing to the
Internet.
Alternatively, if you have ntpdate installed,
i have an xntp3 server (redhat, sorry) running on 192.168.1.1
configured as follows:
