Yes. You are attempting to put a 2.4.x kernel on a potato box. Potato wasn't
meant to be able to do that. You need updated packages for that, preferably
those from http://www.fs.tum.de/~bunk/k

I've been trying to get the mentioned kernel to run on my machine (potato
2.2r2).
I've tried it the debian way (make-kpkg,...) and the normal way (make dep,
...).
I always end up with the kernel properly installed, all modules created, BUT
the file /lib/modules/2.4.0-test11/modules.d
