How do you read the possible cpu frequencies?
Your kernel needs cpufreq support and ondemand, powersave, etc.
governors; check with
cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies
cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_governors
cat /sys/devices/system/cp
