It is trivial in mailagent, but since you have already
invested time in procmail, look at formail (it probably is not worth
switching to mailagent for something like this).

Set up a procmail recipe to identify the appropriate messages and then pipe
them through formail which can redo the subject.

that are configured to add the mailing list name to the subject of all
messages they receive. So for instance all the email from the lynx-dev
