I get this from time to time and just run a 'dpkg-reconfigure locales'. This
runs update-locale as well as locale-gen for your sel
It seems that nowadays in Debian, you must set the locale by
running as root
update-locale LANG=fr_FR.UTF-8
This stores the locale value in /etc/defaults/locale (instead of
/etc/environment).
