You're trying to compile software, so you need the -dev package for
whatever libraries it needs. In the case of Gtk+, it's libgtk1.2-dev;

You probably need to install the libgtk-dev package for your installed
version of gtk.
If it still doesn't work after that, try deleting the config.cache file
in the directory you're running configure from.
