Gnome allow normal user to shutdown system even if other users are logged in

Dear All, With the current configuration, Debian GNU/Linux 8 (jessie) 32-bit and Gnome Debian GNU/Linux 8 (jessie) 32-bit a normal user can shutdown (or reset) the system even if there are other users logged in. Is there a way to configure the system to avoid this? I remember that in the prev
