Gnome 2 menus - not the obvious question

I know how menu editing does (or rather doesn't) work in Gnome 2 - vfolders, desktop files, and all that. What I can't figure out is what defines the main menu itself. That is, when I click the foot, I see Applications, Debian Menu, KDE Menu, Run Program, etc. What defines that top-level menu? The
