Avoid downloading an ISO if possible, the ISO mirrors are overloaded.
Follow the instructions at http://cdimage.debian.org/ to do it the
approved Debian way.

Apparently the installation manual doesn't include instructions on
making a CD. This page should:

As to burning the CD under Windows, how you burn the image onto a blank
cd is specific to your burning software. Look at its documentation to
find out how.
